" With the acceleration of industrialization and the increasingly frequent use of hazardous chemicals, their safety management has become an important issue in the field of public safety. In order to improve the technical level of safety monitoring of major hazards of hazardous chemicals and ensure the safety of people's lives and property, the newly released national standard "Technical Specification for Safety Monitoring of Major Hazards of Hazardous Chemicals" (GB 17681-2024) will be officially implemented on June 1, 2025, replacing the old version of the 1999 standard.
I. Comprehensive provisions of the new standard
This code comprehensively stipulates the basic requirements, design requirements, construction requirements, quality acceptance, operation, inspection and maintenance, alarm management and optimization and other technical requirements for the safety monitoring of major hazardous chemicals. It is applicable to the safety monitoring of major hazard sources in the construction, reconstruction and expansion of hazardous chemical construction projects of hazardous chemical production and operation enterprises and chemical enterprises that use hazardous chemicals for production.
2. Comparison of old and new standards
Compared with the 1999 edition, the new standard has increased the basic requirements, general design requirements, production unit monitoring requirements, storage unit monitoring requirements and other contents on the basis of structural adjustment and editorial changes, and has changed the requirements for instrument automatic control and acceptance sampling inspection to meet the new needs of current technological development and safety management.
Third, the implementation significance of the new standard
The release and implementation of this standard will further improve the safety risk management standard system of hazardous chemicals and provide important technical support for the effective management and control of major safety risks. The Ministry of Emergency Management will then strengthen the publicity and implementation, promote the relevant units to strictly implement the standard, and ensure the implementation of the standard requirements.
4. Timely understanding and adaptation to new standards
Under the guidance of the new standard, we look forward to a new era of safer and more efficient management of hazardous chemicals. For enterprises, timely understanding and adapting to new standards is not only to comply with the requirements of regulations, but also to be responsible for the safety of employees' lives and the sustainable development of enterprises.
